The Public Administration Reform project aims to increase the administrative capacity and effectiveness of Georgian public institutions by development of individual skills and institutional systems in select ministries and institutions. The project will support the Government of Georgia's effort to develop a more responsive civil service system that meets institutional objectives and public service needs of the Georgian population. This will be accomplished through the application of performance improvement methodology in specific institutions. AED and our partners are responsible for identifying specific performance challenges, analyzing barriers to successful performance using the HICD analytical methodology, and designing and implementing appropriate interventions to enable each organization to achieve its target goals. AED's first activity under the contract will be to conduct rapid assessments with the Georgian Ministry of Foreign Affairs and the Central Election Commission to provide USAID with recommendations/options for more in-depth work through the project's activity in the next 1-3 years. An initial assessment will also be conducted for the Government of Adjara and for the National Agency for Civil Registration. AED will provide technical assistance and training in capacity building and public administration to reinforce ongoing reforms and development activities being carried out by the Government of Georgia.
