AED conducted an evaluation of two USAID-funded civil society programs in Georgia. The programs were awarded to local organizations, which worked to support civil society initiatives designed to increase civic participation in the energy sector. One of the programs established consumer groups to serve as an intermediary between consumers and the utility company to help resolve disputes over billing and service issues. The evaluation made recommendations to enhance the sustainability of the consumer group, and possibilities for scaling-up the concept to serve other areas of Georgia.
