AED is providing technical support in producing a series of case studies on the use and application of cost-effectiveness in priority setting and resource allocation. These case studies will serve as the foundation for subsequent tools and workshops to be developed as part of this task. The lessons learned and materials developed will provide the basis for ongoing technical assistance and capacity building efforts for practical applications of cost-effectiveness analysis directed toward health departments, community planning groups, and community-based organizations. The purposes of this task are to identify models and practical approaches to cost-effectiveness analysis, and then to develop and disseminate tools to help health departments, community planning groups, and community-based organizations incorporate these factors into their priority setting and resource allocation processes.

The Center on AIDS and Community Health is developing an interactive workshop on Demystifying Cost-effectiveness, and producing documentation and materials for its replication. The Center will also pilot test the workshop with three community-based organizations, members of community planning groups, and Health Department policy makers. An additional component of this project will involve developing and documenting a detailed framework for the ongoing technical assistance in the area of the practical use of cost-effectiveness principles in HIV prevention planning priority setting and resource allocation.
