The Government Reform and Sustainable Partnerships program (GRASP) fosters effective and sustainable partnerships between local governments and civil society organizations (CSOs) to improve the quality of life in communities throughout Romania. AED oversees grants that support the creation of sustainable partnerships, replication of best practices and the development of relevant public policy initiatives. In addition, AED provides technical assistance to build institutional capacity building and increase citizen participation to solve community problems. Through Regional Learning Networks for members of local government and professional associations, GRASP also fosters sharing of innovation in e-government, civic participation and social services. During the program’s first two years, 31 grants totaling $930,000 were awarded.
