Under this IQC, technical assistance is being provided in the areas of energy sector reform, utility management, energy efficiency, renewable energy, and technology transfer.

The project's goals are:

• To establish the necessary legal, regulatory, and managerial conditions for effective governance of the energy sector, for regional energy cooperation and exchange, and for sectors in which energy is a major factor.
• To improve the technical efficiency and operational performance of energy institutions (utilities, energy service companies, businesses, NGOs, etc.).
• To assist energy consumers in addressing the various social, economic and political dimensions of energy service provision and in participating in energy sector decision-making.
