DBE2/Indonesia: Decentralized Basic Education, Teaching & Learning

USAID’s five-year Decentralized Basic Education (DBE) Program Objective 2 seeks to improve the quality of teaching and learning in Indonesia’s public and private sector primary schools. DBE PO 2 builds upon successful aspects of recent initiatives in Indonesia to improve educational quality through new attention to strengthening teacher training and improving the school learning environment. The EDC Partnership of Education Development Center, Inc. (EDC) (prime contractor), the Academy for Educational Development (AED) and Research Triangle Institute (RTI), together with Florida State University, University of Massachusetts, and University of Pittsburgh, will work with USAID/Indonesia, Ministries of National Education and Religious Affairs, and other public and private sector partners to develop a more comprehensive system of professional development by strengthening the capacity of educators and administrators to initiate, facilitate and promote school improvement at the local level.











The EDC partnership will incorporate new elements into the system that will significantly enhance the school environment as an arena for student learning and community participation. A combination of decentralized teacher training, school-based management, civic education/service learning, early childhood education, university partnerships, Information and Communication Technologies (ICT) and Public-Private Alliances will be implemented to strengthen Indonesia’s primary education system, ensuring that Indonesian youth have the knowledge necessary to succeed in school. In 100 districts throughout five provinces; Central, West and East Java, South Sulawesi and North Sumatra, the EDC partnership will create opportunities for local officials, universities and other educational stakeholders to buy into, shape, and take ownership of programs to provide teaching training in the context of decentralized systems. The program strategy is a school cluster based strategy.
